How to Compare Form and Survey Tool Pricing by Responses
Form builders price the answer, not the form. Typeform Basic includes 100 responses a month at $39, Jotform Bronze includes 1,000 at the same $39, and SurveyMonkey pools 50,000 a year across a three-seat minimum. Figures from the four vendors' pricing pages, read October 23, 2026.
This article is a documentation review: it is based on the vendors' own published pages, checked on the date shown. We may earn a commission from some links; it never affects what we recommend.
Form builders rarely charge for forms. They charge for answers, and they count them on different clocks. Typeform and Jotform meter responses by the month. SurveyMonkey pools them by the year. Tally does not meter them at all.
That difference matters more than the monthly rate, because the plan you need is the one whose counter fits your busiest month. This note reads four pricing pages on October 23, 2026.
Two vendors on this page charge the same $39 a month for allowances that differ by a factor of ten.
Check whether the limit resets monthly, yearly or never
Typeform states a monthly response base of 100 on Basic, 1,000 on Plus and 10,000 on Business, and adds that the limits reset every month and apply to both monthly and yearly plans.
Jotform meters monthly submissions at 100 on the free Starter plan, 1,000 on Bronze, 2,500 on Silver and 10,000 on Gold. It also meters a separate total that does not reset.
SurveyMonkey counts by the year instead: 50,000 responses a year on Team Advantage and 100,000 on Team Premier, and its page notes the limit is counted across all surveys and users.
Tally's free plan advertises unlimited forms and unlimited submissions, and its paid tiers are sold on features rather than volume. The word unlimited deserves the same reading it gets in what unlimited calling really means in business phone plans.
Price 2,000 responses a month for three people
Editorial calculation. Three people who need logins, roughly 2,000 responses a month, list prices as of October 23, 2026, annual billing where the page prints a yearly rate:
- Tally Pro: $24 a month, so $288 a year on monthly billing, unlimited submissions, unlimited team members
- Jotform Silver: $468 a year, 2,500 submissions a month, 50 forms, 10 users
- SurveyMonkey Team Advantage: $25 per user per month x 3 x 12 = $900 a year, 50,000 responses a year
- Typeform Business: $91 a month billed yearly, so $1,092 a year, 10,000 responses a month, 5 users
Typeform Plus would be cheaper at $56 a month billed yearly, or $672 a year, but its base is 1,000 responses a month. At 2,000 a month it is the wrong plan, not a cheaper one.
The spread here is nearly four to one, and every figure is a list price from the vendor's own page. The job is to match the counter, not to shop the rate.
This is the same structural trap as paying per seat for people who barely log in, described in what per-agent pricing means when agents are part-time.

Typeform publishes two response numbers, a base and a ceiling
Typeform's comparison table carries a monthly response base and a separate maximum monthly response limit, which it defines as the base plus possible add-ons.
On Basic the base is 100 and the maximum is 750. On Plus it is 1,000 and 2,500. On Business it is 10,000 and 50,000. The gap between the two columns is what you can buy without changing plan.
The plan rates on October 23, 2026 were $39 a month on Basic, $79 on Plus and $129 on Business, with yearly billing at $28, $56 and $91 a month under a toggle labelled Save 30 percent.
Those reconcile: $39 across twelve months is the $468 annual total the page prints, and $28 across twelve months is $336, which is the $132 saving it claims. We checked the arithmetic rather than trusting the badge.
Typeform also prices automation separately, at an extra $29 a month for 2,400 actions and $89 a month for 12,000, and the smaller pack is not available on Basic. Add-on tiers behave much like the ones in what AI add-ons cost in small business tools.
Jotform caps the monthly count and the stored total
Jotform runs two meters. Bronze at $39 a month allows 1,000 submissions a month and 10,000 total submissions stored; Silver at $49 allows 2,500 a month and 25,000 total; Gold at $129 allows 10,000 a month and 100,000 total.
The second number is the one that surprises people. A Bronze account collecting 1,000 a month reaches its stored total in ten months, whatever the monthly counter says.
Other ceilings are plan-specific too: 25, 50 and 100 forms, 100, 250 and 1,000 payment submissions, and 1 GB, 10 GB and 100 GB of space on Bronze, Silver and Gold.
Jotform states there is no trial period for its paid plans, and that forms built on the free Starter plan carry Jotform branding. Branding removal as a paywall feature is common, as in how to compare e-signature pricing for a small team.
The annual prices are $408 on Bronze, $468 on Silver and $1,188 on Gold. The page also notes the yearly discount is a one-time offer and that plans auto-renew at the full price a year later.

SurveyMonkey's team plans start at three seats
SurveyMonkey's team pricing is per user and billed annually, at $25 per user per month on Team Advantage and $75 on Team Premier. Both say starting at 3 users, and Enterprise says 5.
A three-seat floor means the entry bill is $900 a year even for a two-person team. Seat floors are the single most common reason a small quote lands higher than expected, as in how to compare password manager pricing for a small team.
It is also the only page here that prints an overage rate. Exceed the annual response limit and the page states you will be charged $0.15 for each additional response.
The page adds that auto-renew is on by default, and that turning it off downgrades the account to a free plan, after which responses over the Basic limit older than 365 days are deleted.
Read what the page says happens at the limit
Three vendors meter responses and only one tells you the price of going over. Typeform publishes a maximum rather than an overage rate, Jotform publishes hard caps, SurveyMonkey publishes $0.15.
Before signing, find the sentence that describes the moment the counter runs out. A plan that blocks submissions and a plan that bills $0.15 each are different products at the same headline price.
One more detail worth checking by hand: Jotform's visible Enterprise card says custom pricing, while the plan data behind the same page carried $199.95 a month. Treat any quote as the number that counts.
Bottom line
Start from your busiest month, not your average one, and write the response number down. Then read each plan's counter and its reset period before you look at the rate.
For low volume with heavy design needs, Typeform Basic at $39 a month is defensible at 100 responses. For steady mid-volume collection, Jotform Silver at $468 a year carries 2,500 a month and ten seats.
For teams that mostly need unlimited intake, Tally Pro at $24 a month is the cheapest structure on this page. For research work across a team, SurveyMonkey's annual pool fits, as long as the three-seat floor is in the budget.
Then confirm the storage total as well as the monthly count, the way allowances have to be read in how to compare cloud storage pricing for a small team.
Frequently asked questions
How many responses does Typeform Basic include?
100 responses a month, with a maximum of 750 a month once add-ons are counted, as of October 23, 2026. Basic is $39 a month, or $28 a month billed yearly, which the page shows as a $468 annual total before the discount.
Is Jotform or Typeform cheaper?
At the same $39 a month, Jotform Bronze includes 1,000 submissions a month and Typeform Basic includes 100. Jotform is cheaper per response by a wide margin; Typeform's paid tiers are sold on form design and logic rather than volume.
Why does Jotform have two submission limits?
One is the monthly count that resets, the other is the total stored. Bronze allows 1,000 a month and 10,000 in total, so an account at full monthly volume reaches the stored ceiling in about ten months, as of October 23, 2026.
Does SurveyMonkey have a minimum number of users?
Yes. Team Advantage and Team Premier both state starting at 3 users, billed annually, and Enterprise states 5. At $25 per user per month, three seats is $900 a year before any additional responses.
What happens if you exceed a response limit?
SurveyMonkey states $0.15 for each additional response beyond the annual limit. Typeform publishes a maximum monthly response limit rather than an overage rate, and Jotform publishes fixed caps per plan. Confirm the behaviour before launch.
Is there a genuinely free form builder?
Tally's free plan advertises unlimited forms and unlimited submissions, with paid tiers at $24 and $74 a month for branding removal and data controls. Jotform's free Starter plan allows 5 forms and 100 submissions a month with Jotform branding.
